Applicants must first register through the Pronto Housing platform, complete the online questionnaire, and e-sign the Waitlist Submission Form to receive a lottery log number. Applicants claiming local preference should upload supporting documentation before submitting their application. Join the waitlist here. To qualify, households must meet the program's income and asset limits, satisfy the minimum income requirement, and successfully complete Mill Creek's resident screening. Additional eligibility requirements, including age and student status, also apply.

Be prepared to provide documentation to verify your identity, income, assets (if applicable), and any claimed local preference. Applicants claiming local preference must provide proof of current Oceanside residency, full-time employment within the City of Oceanside, or a bona fide offer of employment in the city. Additional documentation may be requested during the qualification process.

Once selected, Pronto will review your eligibility and coordinate the affordable housing certification process, while Mill Creek completes its resident screening. Required application fees, deposits, and eligibility verification must be completed before lease approval.
